Just out of curiosity, does OSC accept personal emails? If so, how would one email him?

Why don't you just post your message to him here, and there is a good chance one of his family members or the moderators will see it and let him know if he needs to read it...

It might be too personal for him to want to post publicly. I suggest using the contact page:

He has an assistant for most questions and comments. But if it is something that only OSC could respond to, the mail will get passed on to him.

Another option you have is regular mail. I believe he has a listed PO box, and the same assistant would be happy help you with that. In fact, you may just want to say you have a personal letter and ask the best way to go about getting that letter to him.
