Hmmm.. is there a standard format? The only proposals I've ever done, even for big-time papers, have been informal abstracts.
In other words, I'm unqualified to answer but feel the egotistical need to say something anyway

I've never been held to a particular format for a paper proposal. Basically, my approach has always been to state what my topic will be and do a paragraph on my reasons for choosing that topic. If you already know what your thesis will be - the position you expect to take on the topic or what you intend to show in writing the paper - you might want to include that, as well.
