Does anyone know whether Geely MotorScooters are any good or not?

No. Nobody knows. Anywhere.
My advice is to purchase Yamaha or Honda equipment. They are reliable and inexpensive.

I don't know about Geely.
However I do have a '04 Yamaha Vino, it's very inexpensive as far as those things go (around $1200 if I remember right). Gas mileage is awesome to say the least. I can get around 100 miles per tank and the tank only holds a gallon and a half. Engine noise on Yamahas are the best on the market right now. When I cruise at top speed all I hear is the wind in my ears. I'm not sure if that helps.

I looked at Vinos and Metro II's. The problem is, with taxes and all, they're $2k. Also, they're a lot smaller than the other scooters.
This Scooter Rental/Sales guy told me Peugeot scooters are really good. Unfortunately, I can't seem to find any used/new ones sold in the U.S.
