Okay these are lines from Robin Williams doing a skit but this is really funny and I wonder is it true that the House is a shouting match?

While the House of Commons does have rules of order, they stem from a slightly more boisterous age than those of most other parliaments. Hence, for example, the rule that the distance between Opposition and government benches shall be more than two sword's-lengths.

Which is not to say that the House of Commons is not a modern, up-to-date institution. For example, I believe they have a rule against post-slutting with useless 'lol', 'rofl', and 'lmao' interjections.

wth mate, whats wrong with saying "lol" if what someone said was funny? I'm not the only one who does it! I found something funny I laugh. Whats wrong with that?

Nothing wrong with lol as such, but when it's the only word in the post it gets kind of annoying. Especially when that's your only contribution in no less than three threads. It's basically spam. It inflates your postcount and puts extra load on the server without contributing anything.

To be sure, you are not the only offender; there are plenty of people who post a single smiley and think they've done a good minute's work. But you are the most prolific lollerskater.
