I understand that OSC won these back to back. What is the difference between them and has anyone else won both in consecutive years?

He didn't just win in consecutive years, he won for a sequel.

The Hugo is voted on by fans. The Nebula is voted on by other science fiction and fantasy writers.

I think he is the only one to win back to back with a sequel, though.

Of course, technically, it wasn't a sequel. It was more like the first one, with Ender's game being the prequel. And the two books are about as different as they could have gotten.
