Why is it that an article of Uncle Orson will appear in the Rhino times up to a week before it is put on Hatrack? Does anybody know?

I don't, but I'm betting that the Rhino has some right to total exclusivity for a certain amount of time. I mean, they could hardly use the articles to move their newspapers if the articles were simultaneously available elsewhere.

But they are simultaneously available on their website, and you don't need a subscription for that.

The Rhino is extremely generous to let OSC put them up as soon as they do. Scott really only gives them the exclusivity for four days. Their paper comes out on Thursday, they go up on Hatrack the next Monday.

Goat, the Rhino is a free newspaper that gets by on ad revenue. It's attracting attention to the ads that they have to do, not moving subscriptions.
That is, unless they've changed their policy since last I checked, which, admittedly, was a while ago.
