If I have a picture saved to "My Pictures," is there any way I can later get that picture's properties, or URL code, or whatever, so I can post it somewhere?

Everytime I click properties it comes up "C:\Documents and Settings\..."

You can't post it somewhere unless its available on a web server.

Upload the picture to http://flickr.com , and you can then link people to it.
