There are services like wakeupcalls.net that will call you with a custom reminder, but it's just text-to-speech.

I need to be able to pre-record a message, and then receive a phone call at a particular time and have that message play.

Anyone have any pointers on how to do this?

Actually wakeupcalls.net said they could do this as a special request, so I'll go with this as the easiest. I could reinstall my old dialup modem but to have the computer do it would it have to be a special kind? Oh well, it's moot now.
