So there's this friend of mine that found out that I liked this girl, so for whatever reason she went up to her and told her that I liked her.

Another friend who was watching this unfold told me that the girl I liked said "Well, he can try"

Should I take this as encouragement?

yes, but don't try too hard. it is a very fine line you and she are walking. don't make her fall the wrong way.

kk, another friend of mine said to be confident when I ask her and another one said get a haircut first, I think I'll get a haircut then ask her.

Question: Should I give her a box of chocolaits or is that a later kind of thing?

It depends on what you are asking. For a proposal of marriage, chocolates might be indicated. For a movie date, chocolates might be just a wee bit overkill.

IMO, thats a later kind of thing. if she thinks you like her too much it will scare her off. you gotta be cool. ask her to hang out with you and some friends at a coffee shop or bar or something. no pressure, no expectations, just hangin' out.

kk no chocolaits then, pressue = bad, dont want any pressure, as you can tell I'm just a tweeny bit nervous.

I'm thinking I'll say "Hey, I think your a very intelligent and a cool person and I'm wondering if you'ld be willing to go out for lunch some time?"

Leave out the first part. Just ask for the lunch.

Also, the way it's presented, it could go either way. Much depends on the non-verbal parts. But since since the negative case ("He can try, but it's not going to get him anywhere.") isn't going to do you any good, it's best to just assume the positive one ("I wouldn't mind if he tried to ask me out.").
