Cair Paravel is a crumbling ruin during the events of Caspian, so I'm going to guess that it's the Telmarine castle.

Probably, plus I just remembered that Cair Paravel was across the water on a little island by the time this takes place, so it'd have to be the Telmarine castle. Frankly whenever I read the book I never imagined the castle being that big. Certainly nothing to rival Cair in it's heyday.

I imagine generations of Telmarine kings built it up, with heavy taxation and enforced labor. From what the book states (and implies) with the exception of Caspian himself, his mother, and -possibly- his father, MOST of the Telmarine royals were not nice people.
