Alternately, gas starts being priced by the half-gallon rather than by the gallon at those stations.

There won't be one, and there's no need for gov't intervention (except possibly to remove regulations about what needs to be displayed on the pump). Stations where they do enough business to support a new pump will buy one. Stations where they don't will come up with some other way to express the price of gas. As the article notes, breaking through the limit expressed on the pumps has happened before.
