I'm stress testing my system using Prime95 and monitering my core temperatures with 3rd party programs like Speenfan and CPU-z and I seem to have core1 and core2 at 71 degrees at 100% load when overlocked from 3.0 Ghz to 3.45 Ghz. System temp is 41 degrees at most its gone up to 74/75 but seems to 99% of the time while stress testing sticking to 71 degrees.

I'm wondering in particular if this is an "acceptable" temperature. Currently I'm planning on getting a new hi end air cooling system later today.

You do realise that if you blow out your CPU, we will be partitioning Byzantium this weekend?

I'm pretty sure the manufacturer publishes specs on the operating range for CPU temperature. You didn't mention what CPU you're using.

But anyway, from what I recall about reading specs for my CPUs, 71 C is probably fine, but certainly doesn't get you any bragging rights on OC forums.

I use the E6850, Intel Core2 DUO 3.0 Ghz, 71 according to them OC forums appears to be fine but I just spent 90$ on a hiend fan system though just to be safe.
