No idea what "CFR" is. And the only "New World Order" I know about involved Hulk Hogan and a lot of black and white t-shirts.

If I were to guess, I'd say it was a shot against Obama hype (given the rhetoric in the campaigns and for the matter, the person posting this thread), but I don't know what "CFR" is.

There are quite a few conspiracy theories that have the CFR as the main puppet-masters. Most of them center around a one-world government.
If you see "puppet" and "CFR" in an anti-establishment work, assuming Council On Foreign Relations is a pretty good bet.

I used to read that comic, and have been perusing what I've missed. I don't think the author would endorse either candidate.
