President Obama just had a press conference about the need for federally-directed cyber security efforts

One of the most difficult issues, and one he touched on repeatedly, is the balance between public and private concerns.
quote:
Third, we will strengthen the public/private partnerships that are critical to this endeavor. The vast majority of our critical information infrastructure in the United States is owned and operated by the private sector. So let me be very clear: My administration will not dictate security standards for private companies. On the contrary, we will collaborate with industry to find technology solutions that ensure our security and promote prosperity.
quote:
Our pursuit of cybersecurity will not -- I repeat, will not include -- monitoring private sector networks or Internet traffic. We will preserve and protect the personal privacy and civil liberties that we cherish as Americans. Indeed, I remain firmly committed to net neutrality so we can keep the Internet as it should be -- open and free.
This leaves a lot of questions open. Who is responsible to make sure private computers aren't part of a botnet? The private user? the private ISP? government at the local, state or national level?

There are also international questions, about what the international commons is and where nations can impose restrictions. In an analogy to international airspace, where are the boundaries at which nations can shoot down intrusions?

I'm not really up on most of these topics, but I think it's a very interesting and important area to think about, where partisan opinions haven't yet calcified into political rigidity.

[Laugh] "Our pursuit of cybersecurity will not -- I repeat, will not include -- monitoring private sector networks or Internet traffic."

Anyone got a grain of salt?
