I've tried to download programs that do this before and I've never come up with one that really works.

I spent all day today doing research and I have 400 JPEG images on my computer that I need converted to PDFs. Some of them are in the wrong position, so I need to rotate several of them because my camera is a little wonky, and I also need to join many of them together into multi-page documents.

Any advice on what program, preferably free, is best for this function?

You probably want to separate those tasks. Find an image manipulation tool to care of the basic editing tasks you have. Simple stuff like rotating 90 degrees is probably built into your OS.

Then, to get PDFs, find a PDF print driver. I believe it's built-in on Mac OS and there are free ones for Windows, such as CutePDF. Once that's installed you compose your images to print as if you were going to a real life ink & paper printer, but then choose the PDF print driver instead and it will save the printout as a PDF file.

Will CutePDF let me take multiple pictures and combined them into a multi-page PDF doc?

You can arrange the pictures in any document editing program (word, etc) that will let you print, then print to Cute PDF. The PDF should have the same page layout as whatever you see in the UI. (Word 2007 and later let you save directly to PDF as well.)

Or, if you want, you can print each picture to a PDF file using Cute PDF, then stitch them together using another utility - pdftk is one I've used in the past. It's a command line utility but not hard to use for basic tasks like combining files.

Edit: this may be yet easier - if you have access to PowerPoint (at least in the 2007 version), you can insert a "photo album" where you select some photos, each of which becomes a slide. Then you can save as a PDF. This would be easier than fixing all the margins and page layout stuff in a general purpose document editing program.

I use pdfsam for splitting combining pdfs. If I would be doing you project, I would actually use a program like irfanview for batch rotations or edits or whatever you need to do to your pictures.

Then I would use whatever office program you have to insert all the pictures. In the document program it is easy to resize and put multiple pictures on one page.

Once inserted you can usually export as PDF. If you have an older version of Microsoft Office you might need to get the plug in. Google is your friend there.

I have never used a digital scrapbooking program, but maybe there is one that is more designed for what you want to do.

If you don't have an office program, you can get LibreOffice, which is the superior spin off from OpenOffice.
