According to the article, he escaped through an 8 inch window not prison bars. He somehow cut through the concrete surrounding the window.
As some one living in a developing country, it doesn't surprise me at all. Between graft and incompetence, I doubt there is a single building anywhere in the developing world that was actually built to spec.
