Yay! That's actually my background right now. It's by Yoshitoshi Abe, and it's a design for the anime Haibane Renmei. I've only seen the first DVD, but I like it a lot! Must see more!!!

I think the term you are looking for is not "artful" but "gothic," as in "I see this theme in neo-gothic art incessantly." In fact, it's almost always either this or faiaeaiaeiraeaeas (fairies). It seems the girls with black wings are beginning to trump the faeaeareaeaeas in popularity, though. Possibly because of a generation change.
