BSE (Mad cow disease) takes years to manifest itself in an infected victim. Nor is it transmitted from cow to calf. The chances of the calves of one infected cow being infected depends on how recently those calves have dined on their mother's brain matter. The one case that has developed so far was caused by a contaminated feed supply, and it would be much more prudent to track down the other animals that were exposed to that feed rather than slaughtering a herd of calves because one was the offspring of an animal with infected nervous tissue.
This is just a stunt to calm the public, as far as I'm concerned.

Well, the important thing is that we know that the goverment as done enough It's like some kind of sacrifice to a heathen god. Seriously, I think the chance of infection would be similar to that of AIDS transmission to an infant. But I don't know what the rates are of that for Cattle. My logic is that they restrict blood donation for folks who have been to Europe.
