Can anyone tell me more about the Matrix? I have only heard about what it does in vague news reports and talk radio. I would like to research what it allows the governement to do and not do.

I want to know it's legal powers and when it can or can't be used. I have only heard it being compared to 1984 or being tauted as an effective fight on the war on terror.

Resources for me to study or thoughts anyone?
