It's designed to evade spam blockers. The actual message -- get a degree today -- is in the middle, and it's surrounded by random words to fool any rules set up to catch spam. Notice that they've even 133ted-up "get a degree" in order to avoid any rules that target that specific phrase.

Of course, by this point, it's so incomprehensible that you have to wonder whether anyone who WOULD want to get a degree today would still be able to understand it.
