It's a meaningless phrase, like "so to speak", that people insert here and there to make their sentence more conversational, as it were. I mean, get over yourself, MEC. Sheesh.

every time i see some one use "i mean" they use it to redefine or modify their previous sentance, or start saying things that support their previous sentance.
