It's from the 90s. It's by a female singer. It has a part about going to a coffee shop and looking out a window. It's chorus is something like: "Do, du do do du doto doto do doo" -- a string of "Do"s.

The one by just Suzanne Vega is actually from '87 and is mostly a capella. The one from the 90's with the "do do do do"s and techno was a collaboration with DNA.
And, yeah, Suzanne Vega rocks. "My name is Luka. I live on the second floor..." Solitude Standing has been one of my favorite CDs for a while.

Her cover of Leonard Cohen's "Story of Isaac" is amazing.

You should check out Rickie Lee Jones, especially her first two albums, the first one is self-titled, the second is called "Pirates". Some achingly beautiful, poignant songs, with great lyrics.
