A good "What's wrong" might work. I can't help but do that if someone's around me crying. People who cry in public are usually looking for someone to help comfort them. Most probably don't care if it's a stranger.

I'd have to say something, personally. I'd probably lead with "hey, you going to be okay?," and follow with "if you need to talk...".
