If someone were to have “fixed” hail damage by painting their house but not scraping or sanding or anything first (wooden siding) how soon might the whole thing have to be re-done?

If the house was painted without any sort of prep I would guesstimate that you would have to repaint in less than 5 years. Normal house paint lifespan is usually around 7 years. If the house was dirty and or chalky as well as being hail damaged you might only get a year or two before paint integrity begins to fail.
Edit to add that that was the short answer. If you need more in-depth info I'd be glad to provide it if I can. Without seeing the house and its current condition I can't answer unequivocally but I could give you more precise reasoning about why adhesion may fail if the house wasn't properly cleaned and prepped.

I don't know what painters in your area charge but I usually charge 40 cents a sqare foot for siding plus anywhere from 10 to 25 dollars per opening. If you have french windows go with the 25 dollar price. If the house needs alot of scraping I may charge an additional hourly fee past a pre-set allowance. Not knowing how many windows or how much siding you have I can only give the roughest estimate but I'd say somewhere in the 2500 to 3500 dollar range.

Glad to help. If you do decide to hire it out, make sure to check with local hardware and paint stores for reliable painters. Get several (at least 3 or 4) estimates and don't go with a bid that is much lower than the others. It's acceptable if the bids are close to choose the lowest but don't choose one that seems drastically lower unless you can talk to references from that painter that had thier house painted over 5 years ago.
