In the sense scientists mean when they say that, yes, it does, and from all reference frames.

Someone linked in the slashdot story to a little demonstration that effectively demonstrates how the speed of a wave can easily exceed the speed of light without breaking any physical laws: http://gregegan.customer.netspace.net.au/APPLETS/20/20.html

Scientists have been familiar with how to do this at least as long as Relativity's been around.
