In my college town, some guys put on ski masks and grabbed a friend as he was leaving Wal-Mart. It was one of those Kidnapping-for-Your-Birthday Surprise party things.

The victim was a male college student with longish hair. By the time it got to the police, witnesses said it was a girl grabbed by two boys in masks, and they had a partial (though innaccurate) licence plate number. The police traced the innacurate number to a rental car that had nothing to do with anything. The kids didn't know about the hubbub because they were on campus and not watching the news. By the time they came clean about it, the police had wasted a lot of time and energy trying to find a supposedly kidnapped woman.

It was really awful, though they began to suspect something when no one was reported missing or anything.
