I dunno whether it is or not.
But the California Superintendent of Schools is mugging kids for their lunch money. Which is definitely not.

Just as much mugging as the government forcing kids to pray* in school via peer pressure.
I LIKE the idea of kids looking beyond their own wants to help with the needs of others. However, there is a HUGE difference between kids deciding to do some grassroots fundraising (even if the classroom's teacher comes up with the original suggestion) as opposed to a government official mandating that children participate in fundraising.

I feel differently about mandatory participation in service to the community. If the Superintendent had instead said that the children should put together the aid packets of supplies purchased through non-mandated fundraising, I wouldn't find fault.

* Didja know that the RomanCatholicChurch was one of the organizations which at one time opposed mandatory prayer cuz public schools used the Protestant (and to that RomanCatholicChurch of the past, the wrong) version of the Lord'sPrayer?
