But seriously, folks. I suppose there's a mundane explanation for this. He could very well mean to impute responsibility for the plane's destruction to the terrorists. Still, that's one heck of a slip of the tongue.

Yeah I think he definitely meant "brought down the plane." He was talking about the terrorists, not about Americans.

It is hard to know with a clip taken out of its complete context (which makes me think that is was pulled out from the whole speech for a reason), but it seems to me that he is talking it a hypothetical situation...since he says imagine the kind of world we would face if...

Stupid.
I dislike this administration, but this, when take in context of the other examples he was making at the same time, is NOT evidence of anything.
He was talking about the terroists who used these events, and not the goverments response to any of them, so he obviously had a slip of the tongue.
He was talking about the ones who caused tried to use the plane as a weapon on 9/11.
