That would be my concern. These are violent criminals - what is to stop them from violence against these women?

I've been following this on a Latin America-related list serve I belong to and someone mentioned that a few years ago, women in a small village in Turkey succesfully implemented a sex-strike for running water. So it looks like it could work... Although getting people to change their entire life style is a lot more complex than repairing broken water pipes.
