Because it's cheaper to buy in bulk and if you are selling the pieces individually, you are probably making a profit.

I don't know but I'm guessing it has something to do with encouraging people to not throw them in to a '25 cent jar' and selling them. I'd also guess that the fact there's no UPC on there factors in, too?

Packages without nutrition and ingredient labelling are legally not permitted to be sold individually.
