One of my cats has a weird reaction to icy hot. She will initially smell it and make a weird face and run away. Then she'll come back and try to smell it some more, make more faces, but not run away. She'll keep making weird faces and keep sniffing it. If the icy hot is on my skin, with clothes over it, she'll keep sniffing and try to bite at the clothes. It's a very weird reaction, but something that's a bit comical as well. It's like she doesn't like the smell, but wants to smell more of it.
Any thoughts as to why she does it? The other cat just runs the other way and wants nothing to do with it.

I don't know, but this reminds me of something similar. I've noticed some of my cats in the past who go crazy over olives. When I would open a jar of olives, they could come over and sniff. Same thing would happen to my cat. He would open his mouth and pull back his lips a bit, with his tongue out some when he smelled it.
One time he bit my father on the shoulder while he was sleeping, because he's put Mineral Ice on it. Hysterical.
It's apparently not all that uncommon, after googling "menthol" and "cats" - and apparently some cats have similar reactions to menthol (and sometimes mint and chlorine) as they do to catnip.

That explains the reaction exactly. She gets the weirdest look on her face. She doesn't like it, but she keeps coming back. Then she'll roll around like she does with catnip. The other cat just plain old doesn't like it at all.

I wouldn't do that. The first thing they'll try to do is get it off themselves and lick it. That would probably poison them.
