Hot in what sense? Number and quality of fashion designers working in the city? Number of boutiques selling high-end product? Overall street sense of the inhabitants? Number and quality of fashion design programs?

Depending on what you mean, San Francisco and Dallas could be added to the list. And maybe Las Vegas.
