Gears of War. If you have Xbox Live, it could seriously ruin your life.

...Returned bioshock and picked up armored core 4 and an xbox (bc) copy of Robotech Battlecry. (the graphics look like southpark-like cut-outs from the anime, but it has serious nostalgia value.)

Not sure which of these are under $35, but some of them definitely should be.
FPS, Live+Splitscreen multiplayer, in order of fun
Gears of War Army of Two Halo 3 Ghost Recon: Advanced Warfighter DOOM (yes, that Doom) or Duke Nukem 3D ($10 Live Arcade)
Other Live+local multiplayer
Castle Crashers ($15 Live Arcade) Lego Star Wars/Indiana Jones/Batman

If you like co-op multiplayer, Crackdown was pretty fun. Superhuman open-world shooter.
Mercenaries 2 is fun, too, though it's the most unpolished big-name title I've seen recently. It's recent, so probably still expensive.
If you want to go totally cheap and old-school, there's Call of Duty 2.
Also, for anyone interested, here are some upcoming expensive games that match some of the criteria:
Far Cry 2 (most ambitious game ever; online multiplayer shooter, full-featured map editor, plus ridiculous open-world single-player campaign) Saints Row 2 (open-world, shooting, driving; online co-op) Left 4 Dead (zombie shooter; online and split-screen co-op) Fable 2 (fantasy action-rpg; split-screen co-op, with online to come later, I believe)

Oh, and for fighting games, there's Soul Calibur, the original, on XBLA.

You can pick up Ninja Gaiden II for $30 now at Wally World. It is a really fun game, but probably the most challenging game I’ve ever played.
Also, Call of Duty II is fun and cheap.

Rainbow Six Vegas 2 is awesome. You can find it used for $25. It has both Live and Split-screen, but not simultaneously.
