President Obama just had a press conference about the need for federally-directed cyber security efforts

One of the most difficult issues, and one he touched on repeatedly, is the balance between public and private concerns.

This leaves a lot of questions open. Who is responsible to make sure private computers aren't part of a botnet? The private user? the private ISP? government at the local, state or national level?

There are also international questions, about what the international commons is and where nations can impose restrictions. In an analogy to international airspace, where are the boundaries at which nations can shoot down intrusions?

I'm not really up on most of these topics, but I think it's a very interesting and important area to think about, where partisan opinions haven't yet calcified into political rigidity.
