I know this isn't a "DIY" forum, but I respect the wide range of brains that peak in here, and hope to get a clue from some of you.
We moved into this 50 year old house 2 years ago. Its a two story house. The attic space above the second floor has about three inches of blown insulation in it.
We were working on my son's room upstairs. It has a large closet along the outer wall, basically a floor and some particle board separating the roof and joists from his room. The particle board has had some holes patched up with card-board. Removing one of these patches about half-way up the wall it looked like there was no insulation, and the room feels like there is not insulation.
I bought some roll on insulation with batting, the right thickness and R-value for the space. However when I started to check out the wall further I discovered that there is some insulation in the lower part of the wall, but not much. It comes maybe up to the 3.5 or 4 foot mark on the wall, I think.
Should I tear out the particle board, vacuum up the small amount of insulation, and replace with the good stuff? Do I need any special equipment?
More likely, is there any place I could go to get good advice on insulation?

You should indeed tear out the particle board, vacuum up the settled insulation, and replace it with the good stuff. Since the house is 50 years old and the insulation is old enough to have settled, you may first want to check for asbestos (although it's not likely).
