Who pays for damages?

Is Superman's x-ray vision a concealed weapon? Does he need a permit?

Is revealing Batman's secret identity against Bruce Wayne's civil rights?

If you attack Wolverine, and he gets better, can you be prosecuted for Felony Assault or Attempted Murder? How about Superman--no harm, no foul? How about Clark Kent?
