If we were assuming that it could succeed by some measure - say, not resulting in death for the conscious brain and head that get a new body underneath - it still is too risky to be ethical. There is too much unknown about what the results might be like.
Of course, it's not at all likely to succeed by any measure. If the surgeon thinks it should work in humans then he would be working on demonstrating it with animals.
I think the surgeon is primarily seeking fame and has left ethics behind.
