Some of the information there is out of date. Some of it is timeless.

Writers Market is now available online for a monthly subscription fee. Libraries no longer circulate up-to-date copies. Duotrope is no longer free, either.

While knowing the market is sound advice, few writers really deeply understand what that means. Many, for example, think publishers' guidelines admonition to sample a publication's wares is a sales ploy. Evaluating a publication's genre specialization, preferred expression mannerisms, material content and extent, and creative slant is a best practice not so easily or professionally or regularly managed.

Ah, now I remember that post, extrinsic. Hmm, well, the internet was made for searching and credit cards were made for using. Who ever believed you could get what you wanted for free?

The Submissions Grinder is the free source for market listings. It's still a little in beta, but the developers over at Diabolical Plots are adding features daily and listening to suggestions. It's already better than Duotrope and improving. No reason to pay for market listings. Though I do believe in donating if you use the service regularly and can afford it.
