Hi all, I'm doing some research on openings in spec fiction,
but money is so tight I can't even afford to blow $15 on e-bay
for back issues. Does anyone have a bunch of issues of these
mags (less than 20 years old) that you'd be willing
to part with? I can pay for shipping.

If you're paying that much for back issues, you're getting rooked. A good scrounge in a few sizeable used bookstores should turn up a few issues for a lot less than that, in fact, less than cover price...some of the magazines themselves offer back issues at reasonable prices, but I don't know whether the Big Three do so right now...a reputable dealer should be able to get you whatever you want of recent vintage for not much more than cover price.

eBay is one of the most peculiar markets, at least as far as price is concerned.

(Regrets, no, I don't have issues to spare.)

Usually, back issues are cheaper than current -- with the exception of very old, or rare magazines. Comic Books, off hand, are the only magazines that I can think of that regularly go up in value (and that is only in the case of mint conditon).
