Just noticed that 13 lines in the message window turns out to be a lot less than 13 lines after the message is posted. Am I correct in assuming that the 13 line limit refers to the message window?

You are. I'm under the impression it's to keep people from posting whole stories or extremely long slices. Besides that, in a typewritten / printed MS, below name and address, wordcount, title-and-byline, it's just the amount that should be on the first page---just what an editor will see first.

In MSWord -- if you are using 12 point, Courier New font -- then thirteen of your manuscript-lines is exactly what fits into the window. When I post my thirteen lines, all I do is copy and paste.

Its also about what Font you normally write in.
When I First posted a story on F and F I posted 13 lines of 12 point times new roman type which is much more than the 13 lines of Courier we're allowed

Depending on how wide your computer screen is, and what your font settings are in your web browser, the text that fits exactly into a reply box (message window) could be greater or fewer than 13 lines. What one person sees is not always the same as what another person sees, but the box is set by how many characters fit into it, and so it is the same no matter what your computer or web browser settings are.

Edited to include text size settings (in the view pull-down menu) with the factors that can make a difference in how many lines appear on the screen.
