Uncle Orson's Writing Class is a bunch of articles (usually in response to questions) that OSC has written on writing. Links to these articles can be found here:

The Literary Boot Camp is a week-long writers workshop that OSC has had in the summer for the past few years. They have been alternating between the Intermountain area and the East Coast, and they are usually announced on the home page of this website.

When that announcement goes up, someone usually also starts a topic on the subject here at the Hatrack River Writers Workshop.

When I try to enter the link on the Bootcamp, I am told that I am not allowed to enter. Why is that?

That forum is for more "advanced" writers -(Those who have already attended literary boot camp.)

Okay...so how does one go about learning about Boot Camp and how to attend?

I would e-mail them - at the bottom, where it says "contact us" go ahead and sem em' an inquiry. I'm sure they would answer all questions.
