Synthesized beats thundered against Kim Jung Hyun as she lounged against the bar in Jane’s Groove nightclub. She held a beer in one hand, and a cigarette between her fingers in the other. Koreans danced on the illuminated floor before her, young university students drunk and out late on a cold Saturday night in January. Jung Hyun looked from one face to another for the suspected violator. When she’d awakened that evening, her seonsaegnim had given her the biggest test that year: confirm the target by catching him in the act. Her seonsaegnim hadn’t told her what the Gwanlyo would do if she failed, but she’d heard enough rumors about how the Gwanlyo punished those who disappointed them.
