Well, it's started. The flag has been planted to hail the location of the first private, citizen-operated spaceport.

The military/government develops technology, but it takes commercialism to make it grow. Witness the Internet as an example.

It's why I like science fiction stories that show spaceports as busy areas of commerce. I suspect the first manned flight to Mars will be a commercial venture, not a goverment one.
