I have a problem. The agent I have chosen to query next has a good list of clients and am happy to submit to them, but I'm not sure which department: Books or Childrens.
The childrens department sounds like I would have a good chance of at lest being read, but it states that they are looking for childrens books up to ages 13-14. My novel is YA, does this count as childrens, or should I think about sending to the general books department?

13-14 usually equals YA in my book.

That was my thought too. Anyhow, I've decided its going to childrens. I'm hopeful about this. One more unrelated question, why would they want the synopsis double spaced?

I imagine so they can write in any comments/ concerns they might have about your plot.

The usual rule for a synopsis that I have read is a one page synopsis is single spaced and over that is double spaced, so they may be assuming the length is more than one page. And very few people do a one page synopsis, I suspect.
