I thought that Virgin Galactic was planning to have suborbital flights using Burt Rutan's technology as early as 2006.

Does this get routed through the FAA? or will there be a new administration? The FSTA: Federal Space Travel Administration.
Tracking ships in low orbit is a bit beyond the FAA though, that's more like NORAD's department, or NOAA.
