This doesn't seem that hard... first one I looked at was obvious.

14 down is Correct.

I would continue and try to help, but I have a midterm tomorrow.

Man, I thought they stopped giving crossword puzzles as assignments by the time you get to college.

That and the thematic nature. You just don't see puzzles like that (questions on the same topic which are very specific) outside of an educational environment.

Hm. Have you taken any classes dealing with electrical circuits or signals? If not, you might want to read up on that sort of thing a bit -- that might help you answer some of the questions.

... Or, they could be computer related questions because, as that's his field of study, those are more fun for him. So when he seeks out a crossword, lo, he seeks out one with questions that interest him.

I'm pretty sure it's the second. It seems very unlikely that Blayne would do a crossword puzzle for fun.
