That and the thematic nature. You just don't see puzzles like that (questions on the same topic which are very specific) outside of an educational environment.

Hm. Have you taken any classes dealing with electrical circuits or signals? If not, you might want to read up on that sort of thing a bit -- that might help you answer some of the questions.

I'm pretty sure it's the second. It seems very unlikely that Blayne would do a crossword puzzle for fun.
