I'm with dpatridge on this one. What am I missing here? It looks like you cut a paragraph in half (as in physically sliced it down the middle) and only put the left half up. Is that what happened? And... is it supposed to be funny?

I actually thought the same sort of thing as MaryRobinette (that it was a direct translation from Japanese that didn't take the difference in grammar, etc. into account), but I didn't know there was a name for it (Engrish, I'll have to remember that).
I didn't find it particularly humourous, unless there is humour in that the person doing the translation actually thought they did it right.

I found it hilarious too, but then, I found it in context. It's a scene from Galaxy Angels, when the Transbaal military is discussing the proposal to assemble a special unit to secure mysterious Lost Technologies. The guy pulls the proposal out of an envelope, and this is the text on the paper.
It's possible that, when you're watching Galaxy Angels, everything is funny, including things that are very sad and make you want to cry (and other things that would normally bug you).
But I also thought that it was interesting that, to represent the proposal by the Transbaal military to create the Galaxy Angels, they apparently used an Engrish text that was a proposal of using itself in that context. In addition, rather than just putting the text in like it was text, they put in the upper left corner of the text as if it were a graphic.
So it was funny on a lot of different levels that probably didn't come across just posting it the way I did.
