Salutary refers to anything that promotes health and well being.
Palliative refers specifically to things which releave the symptoms of an illness but have no influence on the underlying cause. Examples of palliative care include Chloroseptic, which eases the pain of a sore throat but has no effect on the underlying infection or morphine which reduces the pain felt by a terminal cancer patient but has no effect on the underlying cancer.

Oh, I see. It's a degree of specifity issue; both generically deal with health issues, but one stops at that; the other, goes on to deal with one issue.
