Basically it says that the two snakeheads from opposite sides of the river have been caught in the Potomac. Here's a description.

Basically, they can totally decimate the fish population in new ecosystems. Very bad news.

*just want to point out that "loose" as "in the river" and "in a metaphorically sexual way" are NOT necessarily mutually exclusive*

Edit to add: not an expert on sexual morays of snakeheads, but they may indeed by "loose" in many ways.
