Some people have naturally dilated eyes, hence the term 'bedroom eyes'. In early Italy (Mona Lisa's time, I believe), eyedrops of belladonna were all the rage to achieve such a look. Do not try this! It is very poisonous!

My roommate is on a lot of drugs and one of them makes her eyes really dilated. She's got depression and anorexia if that helps...

Some OTC drugs, like antihistamines as already mentioned. Dextromethorphan used in a non-approved way can, but I am not sure about regular usage. Some psychedelics do so as well.

Dextromethorphan (the dm in robitussin dm) is actually a codeine derivitive and will cause constriction of pupils.
